Police Precept Consultation – Register by January 6th
The Mayor of West Yorkshire is responsible for setting the annual budget for West Yorkshire Police. This includes agreeing the local ‘police precept’ – the part of the Council Tax that helps to fund local policing.
A public consultation is now taking place asking for views on the precept level.

The survey will run until midnight on 15th January 2023. Please take part in our consultation and have your say.
You can also discuss your views in a series of upcoming focus groups taking place in person across West Yorkshire week commencing 9th January 2023. We will also be hosting an online focus group.
We would like the groups to be as inclusive as possible.

Major new fund provides cost of living support
Community groups and other voluntary and faith organisations can apply for funding to help them support people affected by the current cost of living crisis.
Calderdale Council, the Mayor of West Yorkshire’s Cost of Living Emergency Fund, and the Community Foundation for Calderdale have come together to help Calderdale residents this winter.
The three organisations have pledged over £225,000 to support voluntary and community organisations to provide practical help to people affected by increases in the cost of living.
The Calderdale Cost of Living Fund is focused on three main areas – Emergency Support; Prevention; and Resilience. Each organisation can apply for funding in one or more of these areas of focus.
Up to £3000 is available for organisations with a track record in helping people, to provide Emergency Support to individuals. This could be support with bills, warm clothing or bedding, or other one-off purchases where people need urgent financial support. This would take the form of a one-off payment of up to £200 per individual.
Between £500 and £5000 is available as part of the Prevention fund, for organisations to prevent people reaching crisis by providing communal warm spaces to reduce domestic energy use.
These warm and welcoming spaces would offer residents somewhere to keep warm, save money on heating and get access to support, advice, hot drinks and in some cases, provide services like Wi-Fi. Funding can be used to extend opening times or increase the facilities or provisions at existing community facilities.
Groups can also apply for up to £15,000 to help build Resilience in residents and support people to move away from crisis through local advice and support services. This fund is for existing providers who are looking to boost capacity over the winter months to meet the increased level of need in Calderdale.
Support in this area may include money management advice, employability and skills support, benefits advice or mental health advice services,

Across West Yorkshire, the Mayor’s Cost of Living Emergency Fund will provide £3 million over the next 18 months to help the most vulnerable by addressing issues like food insecurity, fuel poverty and mental health. The support it funds will be delivered through local charities and voluntary organisations that are providing important services on the frontline, such as food banks, warm places and debt advice. This will be delivered in partnership with local authorities and the funding will keep these important services afloat during the forthcoming winter and up until 2024. Mayor of West Yorkshire urges community organisations to apply for biggest funding pot yet
Groups across West Yorkshire that are helping to end the scourge of violence in the region are being urged to step forward and apply for the Mayor’s Safer Communities Fund.
Application Deadline November 11
West Yorkshire Mayor, Tracy Brabin, has made £350,000 available to voluntary and community groups, charities, and partners with an innovative project that will make their local area safer.
This is the largest round of the Safer Communities Fund which has supported projects to the tune of £4.3 million since 2014. It will focus on ‘Safer Places and Thriving Communities’ and the Mayor is welcoming applications from projects that address anti-social behaviour, serious violence including knife crime, drug misuse, hate crime, road safety and more.
The Mayor’s Safer Communities Fund is financed by money from criminal activities recovered by police and prosecutors under the Proceeds of Crime Act. Through the fund, this money is used for projects that aim to make their communities a safer and better place.
Recognising the financial challenges many organisations are currently facing, the Mayor has increased the amount of funding a project can apply for, from £6,000 to £8,000. Organisations have until 11th November to get their bids in for funding.
Speaking about the opening, Mayor Brabin said: “I am determined to end the scourge of violence on the streets of West Yorkshire – whether that is hate crimes, county lines gangs exploiting our children or violence against women and girls. This has no place in our society.
“That’s why we are providing vital money to organisations that are helping to build a safe, just, and inclusive region.
“I encourage anyone with a project that aims to make their local area safer to apply.”
West Yorkshire Police Chief Constable John Robins QPM DL, said: “The Mayor’s Safer Communities Fund is an excellent way for local groups, projects and organisations to make use of cash we have seized from criminals, so it is put back into the hands of people who want to make their community a better place.
“I welcome the opening of the latest grant round and would urge anyone with a community-based initiative to consider applying for this funding, so it can be used to address local issues and make our neighbourhoods safer.”
This announcement comes after the Mayor and her Deputy Mayor for Policing and Crime, Alison Lowe OBE, awarded funds to 61 innovative projects from across West Yorkshire.
Some of the latest projects to receive this funding include drugs intervention and prevention workshops for men and boys in Bradford, weekly self-defence and fitness classes for women in Kirklees, and a programme for young offenders, combining rehabilitation with horsemanship, in Leeds.
This latest grant round of the Mayor’s Safer Communities Fund is open until 11th November 2022, 12pm (noon). Organisations can apply for grants of up to £8000 for projects that align with the Mayor’s Police and Crime Plan.

Join ACDAF and discuss inclusive Commuting and Green Spaces access
The Accessible Calderdale Disability Access Forum (ACDAF) is a user led group of people with pan disabilities and who live in Calderdale. It is a very diverse group with ages ranging from 20-92 years!
We represent learning disabilities, sensory impairment, physical disabilities and neurodiverse conditions. We listen to our members lived experiences and everyday challenges and bring partners and stakeholders together with our members to look at how access and inclusion can be improved.
We are very keen to work in co production and we work in collaboration with with the local authority, West Yorkshire Combined Authority (WYCA), Canal and River Trust, Northern Rail and design teams/architects.
We meet online and occasionally face to face at an accessible venue in Halifax.
We have focus groups on Transport, countryside and green spaces, tourism and health and wellbeing.
Members can be as involved as they choose but everyone has an equal voice to raise awareness of issues affecting their lives in regards to access and inclusion.

Mayor’s Safer Communities Fund back apply by June 10th

Tracy Brabin, Mayor of West Yorkshire has opened the latest round of her Mayor’s Safer Communities Fund with £270,000 in grants available to apply for.
Voluntary, community groups, charities and partners can seek funding of up to £6000 for innovative projects which address at least one of the cross-cutting themes, and one of the priorities within the Police and Crime Plan 2021-24.
Previously funded projects include boxercise classes to increase the safety and wellbeing of women and girls, fishing and outdoor activities to divert young people away from anti-social behaviour, recovery programmes for drug and alcohol abuse, but as long as it meets the criteria all ideas will be considered.
Tracy, said: “I am absolutely thrilled to be able to open this latest grant funding opportunity to local groups who make such a massive difference in our communities. These groups often do not get the recognition they deserve, so this is one way of saying thank you.
“The fund is financed by money recovered from criminals under the Proceeds of Crime Act within the county by West Yorkshire Police’s Economic Crime Unit and prosecutors. So, a big shout out to them for all that hard work and in ensuring crime doesn’t pay.
“Due to their exceptional work, we can open the largest funding pot of this kind since it first launched back in 2014 under the previous PCC. That means more projects than ever before can benefit so I really would encourage anyone that qualifies to apply. The process has been designed to be very straightforward, and we have a small team ready to help should you need it.
“The fund supports the overall vision as set out in my Police and Crime Plan, of a safe, just and inclusive West Yorkshire, and I can’t wait to see who applies this time.”

The money being made available will allow projects, groups and organisations to play a key role in the partnership response to tackling the issues that affect our communities at grass-roots level.

The closing date for applications to the fund is on Friday 10th June at 12pm noon. Grants will be distributed to successful applicants at an awards evening in October 2022.

West Yorkshire’s Mayor Tracy Brabin has committed to putting in place a Fair Work Charter for the region.
By signing up to the Charter, our region’s employers will be making a clear commitment to a range of good employment practices that actively tackle the significant disparities which are standing in the way of ‘levelling-up’ our region, and doing so will be a practical way in which the Mayor can give those leading and aspiring employers the public recognition, support and encouragement they deserve for their efforts in providing fair work.
We are very keen to hear your views, the views of businesses from all sectors, and of all sizes, and from all our communities and groups, including those voices that are seldom heard.
Your views will help to ensure that the Charter is:
• designed to be ambitious in terms of clearly setting out the Mayor’s expectations for fair work
• practically achievable by all our region’s employers and of tangible benefit to them, and not just those in specific sectors, or our largest employers
• of clear benefit and value to all, including our most disadvantaged communities and groups

Tracy Brabin, the Mayor of West Yorkshire has today officially launched the consultation to inform her first Police and Crime Plan.
The Mayor is urging everyone in West Yorkshire to get involved and #TellTracy about your policing and community safety priorities.
The consultation will feed directly into the new Plan which sets the strategic direction for West Yorkshire Police, community safety partners and commissioned services over the next three years.
An online survey has been launched along with a host of other options to get involved.

Halifax Bus Station to be transformed
A new £17.7m state-of-the-art facility, delivered by the West Yorkshire Combined Authority in partnership with Calderdale Council is being built on the site of the current bus station. Work will start from 5 September and projected completion is summer 2023. Find out how this will affect your journeys.
The bus station will partially close for this to happen so some services will be picking passengers up from other locations in the town centre. Details of this can be found here wymetro.com/halifaxbusstationworks or by calling Metro on 0113 245 7676 for travel information.
- Services at Halifax Bus Station are set to change from September to enable construction work to start.
- Alongside improved passenger facilities and better access to the town centre, plans for the new bus station include environmentally friendly features, such as measures to enable the introduction of electric bus charging points, bike parking and solar panels, as well as a living roof complete with plants.
- Overall, the scheme will deliver more green space with an extra 40 trees being planted as well as other environmental benefits.
- The bus station is due to partially close to members of the public from Sunday 5 September and passengers are being asked to visit wymetro.com/halifaxbusstationworks or call 0113 245 7676 for travel information.
- Most bus services will run from the town centre during the day with some evening services returning to the station from 7pm. Some services will remain on site during construction.
- Work will continue until summer 2023
What is done to share further information:
- Posters detailing where to catch buses and how to find out more about the project will be displayed at the bus station, on buses, and on key buildings and bus stops
- During the first few weeks of construction, WYCA staff will be on hand at the bus station and on-street to help people and answer questions
- A press release is about to be issued by WYCA
- WYCA are putting adverts in the local papers
- WYCA will be doing social media from @WestYorkshireCA (Twitter) and @TheCombinedAuthority (Facebook) and will be retweeting/sharing some of these on the Council’s social media feeds
- The Bus Station page on the CNC website will be updated with details and links

Community Grant opportunity for Not-For-Profit organisations
The West Yorkshire Combined Authority’s CityConnect project is inviting not-for-profit organisations to bid for grants of up to £5,000 to support people in their community to make more everyday journeys by bike and on foot.
We are encouraging groups to apply to deliver projects which address the specific issues within their local community. The project may use walking and cycling to improve an individual’s wellbeing, to support them in accessing employment and training, to address physical and mental health problems or achieve one of the many other benefits cycling and walking can bring.
